The SOI identifier remains the cornerstone of all authentication on IntraParis. Without this unique number, assigned by the HR department upon starting a position, no access to the agent portal is possible, whether from a fixed workstation or via the Nomades service. Access to the agent account relies on this SOI identifier and password pair, to which a second authentication factor has now been added for remote connections.
SOI Identifier and Multifactor Authentication on IntraParis
The unique SOI identifier functions as a centralized entry key. It is linked to your agent profile in the City of Paris’s HR information system. An agent who changes departments retains the same SOI, which prevents the proliferation of accounts.

The associated password must comply with the security policy defined by the DSIN. In case of forgetfulness, the reset procedure goes through the dedicated portal for managing digital identity of the City of Paris, accessible from the homepage of the Nomades service.
Since the ANSSI recommendations adopted by local authorities in 2023-2024, the combination of VPN and two-factor authentication (2FA) has become the standard for any remote access to the portal. Specifically, after entering the SOI/password pair, a temporary code is sent via a second channel. This mechanism blocks nearly all session hijacking attempts.

Office Access and Nomades Access: Restrictions Omitted by Guides
The distinction between IntraParis on internal connection (workstation in a municipal building) and IntraParis via Nomades (teleworking, travel) is not limited to the network path taken. The actual rights differ. To better understand how to connect to my IntraParis agent account, it is useful to distinguish these two access modes.
Services Fully Available Only Internally
Some sensitive business applications, the validation of specific HR requests, and the consultation of classified files are only accessible via office connection. We observe that this restriction often surprises teleworking agents who encounter an access denied message without a clear explanation.
- Requests for hierarchical validation on sensitive HR workflows sometimes require prior validation from the HR department or the DSIN before opening in Nomades mode.
- Access to certain internal document databases (management documents, confidential notes) remains limited to the local network.
- Heavy business applications (GIS, technical management tools) may be restricted or unavailable via the Nomades VPN tunnel.
Conditions for Activating the Nomades Profile
Nomades access is not automatic. It requires a prior request validated by the hierarchical superior and processed by the DSIN. Without this activation, the portal nomades.apps.paris.fr displays the authentication page but rejects the credentials, causing confusion.
Once the profile is activated, the connection goes through the secure Nomades portal. The charter for proper use of the City and Department of Paris’s IT resources applies, and any unauthorized access attempt is subject to criminal penalties (articles 226-15 and 323-1 to 323-7 of the penal code, as noted on the portal’s homepage).
Daily Management of the IntraParis Agent Space
The personal space encompasses everyday services: consultation of schedules, tracking of leave, access to internal messaging, and submission of administrative requests. Messaging remains one of the most sought-after modules, and its access from outside via Nomades has historically been one of the first services opened to mobile agents.
The MesDemandes portal centralizes administrative procedures (training requests, certificates, changes in status). Each request follows a traceable validation workflow. We recommend regularly checking the status of ongoing requests, as messaging notifications are not always immediate.

Messaging and Collaborative Tools
Access to messaging from Nomades works via a secure webmail. Agents with a heavy client (like Outlook) on their desktop must switch to the web interface while mobile. Large attachments may pose problems with slow VPN connections.
Internal collaborative tools (document sharing, shared calendars) are gradually being integrated into the portal. Their availability varies according to the assigned department, each department retaining some configuration flexibility over the services activated for its agents.
Troubleshooting Connection Issues to the Agent Account
A connection blockage on IntraParis most often stems from three quickly identifiable causes:
- Expired password: the renewal policy requires periodic changes. The digital identity management portal allows for reset without going through support.
- Nomades profile not activated or deactivated after a job change: contact the DSIN via the internal form or by phone.
- Incompatible browser or outdated security certificate: the Nomades portal requires an up-to-date browser that accepts the City of Paris’s certificates.
In case of persistent failure, the IT support of the DSIN remains the contact point. Processing times vary depending on workload, but requests related to a total connection blockage are generally prioritized.
The IntraParis agent account centralizes access to messaging, HR requests, and work documents. Keeping a password up to date, verifying the activation of the Nomades profile before any teleworking period, and clearly distinguishing between services accessible internally and those available remotely avoids most of the blockages encountered by agents of the City of Paris.
